Nigeria’s 3MTT Programme: Transforming 135,000 Lives Through Digital Skills Training

In a bold move to position Nigeria as a global technology powerhouse, the country’s Three Million Technical Talent (3MTT) programme has successfully trained over 135,000 citizens in digital skills over the past two years, marking a significant milestone in Africa’s largest technical talent development initiative.

A Vision Born from Necessity

Launched in October 2023 by the Federal Ministry of Communications, Innovation, and Digital Economy under President Bola Ahmed Tinubu’s Renewed Hope Agenda, the 3MTT programme emerged from a critical need: Nigeria’s youthful population lacked the digital skills necessary to compete in an increasingly technology-driven global economy.

The programme’s ambition is to train three million Nigerians in technical skills by 2027, creating a robust pipeline of digital talent that could transform the nation from a tech consumer to a net exporter of technical expertise. When applications opened for the first phase, the response was overwhelming: over 1.8 million Nigerian youths registered within the first month, signalling both the massive demand for such training and the untapped potential waiting to be unleashed.

From Vision to Reality: The Training Journey

The programme began in December 2023 with 30,000 fellows selected across all 36 states and the Federal Capital Territory. These pioneers embarked on an intensive learning journey combining self-paced online courses with hands-on applied learning sessions, delivered through partnerships with over 120 organisations.

The curriculum covers twelve high-demand technical areas, including software development, machine learning, UI/UX design, data analysis and visualisation, product management, and digital marketing. The training model is designed to be accessible, with a hybrid approach that accommodates participants’ existing commitments while ensuring they gain practical, job-ready skills.

To support this massive undertaking, the government established 201 applied learning centres nationwide and engaged 583 learning partners along with 37 community managers, creating a nationwide infrastructure for digital education.

Real Lives, Real Impact

Beyond the impressive statistics, the 3MTT programme is changing individual lives across Nigeria. Hassan Idris, a sociology graduate who initially dismissed the programme as “noise” on social media, enrolled in data analysis and visualisation training and discovered new career possibilities he hadn’t imagined.

Salma Muhammed, a 32-year-old mother of two running a small bakery in Kaduna, was initially skeptical. After consulting with a digital marketing expert, she enrolled in a quality assurance course and has already seen improvements in her bakery’s product quality and online sales.

These personal transformations are multiplying across the country. More than 15,000 people from the first cohort have already secured employment, with many earning salaries above N250,000. Some fellows have even gained opportunities to travel to China, the United Kingdom, and other countries for further studies, expanding their horizons beyond Nigeria’s borders.

Scaling Up with Strategic Partnerships

The programme’s success has attracted significant private sector investment. At the 3MTT National Impact Summit in Abuja in December 2024, Communications Minister Dr Bosun Tijani announced new support totalling N6 billion from IHS (N2.5 billion), MTN (N2.95 billion), and Airtel (N1 billion). This builds on earlier contributions, with IHS initially providing N1 billion at launch and later N1.5 billion to restore a vandalised tech park in Kano, while MTN invested N3 billion for training and devices.

These partnerships will strengthen training facilities, expand the programme’s reach into local communities, and create more opportunities for young Nigerians pursuing technology careers.

A Multi-Phase Approach to Three Million

The 3MTT programme follows a carefully structured rollout using a 1%-10%-100% incremental development approach. The first phase trained 30,000 learners (1% of the target) between December 2023 and March 2024. The second phase aims to train 270,000 technical talents in three cohorts of 60,000, 90,000, and 120,000, respectively, launched in July 2024. The final phase targets reaching the three million mark by 2027.

Building Bridges to Employment

Recognising that training alone isn’t enough, the ministry has launched the 3MTT–NJFP Placement Initiative in partnership with the European Union, United Nations Development Programme, and the Nigeria Jubilee Fellows Programme. This strategic collaboration connects skilled graduates with job opportunities at no cost to employers, providing businesses with access to vetted, pre-screened digital talent across key roles, including software development, product design, data analysis, and digital marketing.

Leading employers like Microsoft and Airtel are already engaging with fellows through this initiative, creating a sustainable pathway from training to employment.

A Model for Economic Transformation

President Tinubu has described the programme’s nationwide impact as proof that Nigeria can achieve its $1 trillion economy target by investing in human capital. Speaking at the National Impact Summit, he emphasised that digital skills are now essential for growth in agriculture, healthcare, finance, and manufacturing, making technical competence relevant across all sectors of the economy.

Dr Bosun Tijani pointed to the global context, projecting that 170 million tech jobs would be available by 2030, positioning the 3MTT programme as Nigeria’s strategy to prepare its youth for this emerging opportunity.
