Terra Industries Names Former SpaceX Executive Ben MacWilliams VP of Strategy

Nigerian defence technology company Terra Industries has appointed Ben MacWilliams, a former SpaceX executive, as its new Vice President of Strategy, as the company pushes to expand its autonomous security systems into new government markets across Africa and beyond.

From Starlink’s Africa Rollout to Terra’s Global Push

MacWilliams joins Terra from SpaceX, where he served as Director of Starlink Market Access. In that role, he oversaw the satellite internet service’s regulatory and commercial expansion across all 54 African countries, helping launch Starlink in more than 20 markets on the continent. His work involved direct engagement with presidents, telecom regulators, and government ministers to secure operating approvals.

At Terra, he will take on a similar mandate, leading market entry, licensing strategy, and government partnerships as the company works to place its autonomous defence systems with governments across dozens of new markets.

Timing Follows a Major Funding Close

The hire lands shortly after Terra closed its seed funding round at approximately $52 million, including an $18 million final tranche. The company has also opened its first international office in London and is preparing to launch Pax-2, a new manufacturing facility in Ghana, in the fourth quarter of 2026. Terra has said it intends to extend its manufacturing footprint further into the Gulf, South America, and South Asia, and is targeting more than $100 million in contract bookings by the end of the year.

A Familiar Pattern for African Tech Expansion

MacWilliams’ move reflects a broader trend of African tech and defence-adjacent companies recruiting executives with deep regulatory experience from global satellite and aerospace firms, as they look to fast-track government approvals in markets where licensing can be slow and politically sensitive. His background negotiating with regulators and ministries across Africa, the Middle East, and Central Asia positions him to help Terra replicate the kind of multi-country rollout Starlink achieved, this time for autonomous defence hardware rather than internet connectivity.

For Terra, the appointment signals that its next stage of growth will be defined less by product development and more by the ability to navigate government relationships at scale, a challenge MacWilliams has already tackled in one of the world’s most closely watched satellite expansion efforts.
