Nigeria’s federal government has commenced the launch of the 1Government Cloud platform across all ministries and agencies. This will eliminate paper-based operations and create a fully digital civil service by December 2025.
The platform, built by Galaxy Backbone Limited under the Sovereign Digitalisation Programme, promises to cut costs and speed up government services. Seven key ministries have already begun using the system, including Communications, Solid Minerals, Steel Development, and Foreign Affairs.
Eight Digital Tools Replace Traditional Paper Systems
The 1Gov Cloud will combine eight main digital services that government workers will use daily:
- GovDrive stores all government files securely in the cloud with strong encryption. Workers can access documents from anywhere in Nigeria without carrying physical files.
- GovECMS automates workflows between different government departments. This system handles approvals and tracks how documents move from one office to another.
- GovMail creates a secure email system only for government workers. This prevents sensitive information from going through regular email providers.
- GovE-Sign allows officials to sign documents electronically with legal backing. No more printing documents just to get signatures.
- GovConference provides encrypted video calls for government meetings. Officials can hold secure discussions without traveling to Abuja.
- GovOTP adds extra security through one-time passwords when accessing important systems. This protects against unauthorized access.
- GovAsset Management tracks all government property in one database. From office chairs to vehicles, everything gets recorded digitally.
- GovCollaboration Tools combine chat, document sharing, and project management. Teams across different ministries can work together easily.
Government Expects Major Cost Savings and Efficiency Gains
Wumi Oghoetuoma, Programme Director of the 1Government Cloud, says the platform will solve long-standing problems in Nigeria’s civil service.
“The paperless governance initiative will eliminate bureaucratic bottlenecks by streamlining approvals and inter-agency communication. It will significantly cut costs associated with printing, storage, and distribution of physical files,” Oghoetuoma explained.
The system will also protect sensitive documents better than physical filing cabinets. Digital storage with encryption prevents unauthorized access and document loss.
Decision-making should speed up across all government departments. When documents move electronically instead of through manual handovers, approvals happen faster.
Nigeria Joins Global Digital Government Movement
Professor Ibrahim Adeyanju, Managing Director of Galaxy Backbone, describes this launch as a major step forward for Nigeria’s digital progress.
“With 1Gov, Nigeria is entering a new era of governance, faster decision-making, more secure documentation, and ultimately, better services for citizens. This is about building a government that is smart, responsive, and globally competitive,” Adeyanju said.
The country now has over 163 million internet users, creating the infrastructure needed for digital governance.
Phased Rollout Prioritizes Training and Infrastructure
The government plans a careful rollout instead of switching everything at once. Staff training comes first, followed by upgrading IT systems where needed.
Head of Civil Service Didi Esther Walson-Jack ordered all government departments to go paperless by December 2025. This deadline drives the current push to implement 1Gov Cloud across Nigeria’s civil service.
The phased approach addresses concerns about staff readiness and technical capacity. Each ministry must prepare its workers and systems before fully adopting digital operations.
Foreign Affairs Ministry Sees Strategic Benefits
A senior Foreign Affairs Ministry official, speaking anonymously, highlighted how the platform will improve Nigeria’s international relationships.
The sovereign cloud system will strengthen diplomatic communications and help Nigeria respond faster to global events. When embassies worldwide use the same secure platform, coordination improves significantly.
Implementation Builds on Previous Digital Reforms
This cloud platform extends earlier digitization efforts in Nigeria’s government. The Treasury Single Account (TSA) and Integrated Personnel Payroll Information System (IPPIS) already proved digital systems can work in Nigerian government.
Those systems increased transparency and reduced financial leakages. The 1Gov Cloud applies similar principles to daily operations across all government departments.
More ministries will join the platform in coming months. The government expects all federal departments to operate paperlessly before the December 2025 deadline.
This transformation positions Nigeria among countries using smart government solutions. The successful pilot run in seven ministries sets the foundation for complete digital governance across Africa’s largest economy.
