The Federal Government of Nigeria, through the Nigeria Immigration Service (NIS) and the Ministry of Interior, has given foreign nationals a final opportunity to regularise their stay. The amnesty programme, known as the Expired Visa Initiative, will end on 30 September 2025.
Purpose of the Initiative
The initiative is designed to strengthen national security, improve migration management, and create a more transparent immigration system. It provides a penalty-free window for individuals who have overstayed their permitted period or breached the conditions of their visa.
Who Is Eligible
The amnesty covers foreign nationals holding:
- Expired Visa on Arrival (VoA).
- Expired single or multiple-entry visas.
- Expired Combined Expatriate Residence Permit and Aliens Card (CERPAC) that has exceeded the 30-day renewal grace period.
How to Regularise
Foreign nationals must apply through the dedicated portal at amnesty.immigration.gov.ng. The process includes:
- Registration: Submission of personal and passport details.
- Document Upload: Upload of expired visa or permit copies.
- Application Choice: Option to regularise residency or voluntarily exit the country.
A support team is available via email to assist applicants.
Non-Compliance After Deadline
The government has made clear that enforcement will begin once the window closes. From 1 October 2025, penalties will apply, including:
- Fines: $15 daily surcharge for overstays.
- Re-entry Bans: Five-year ban for overstays exceeding six months, and ten-year ban for overstays of one year or more.
- Deportation: Non-compliant foreigners risk removal from the country.

The government is urging foreign nationals and their employers to act before the deadline. Companies that employ expatriates are advised to verify the immigration status of their staff to avoid fines, blacklisting, or other legal consequences.
